Thus, in harbors and estuaries with tidal flows, the mechanics of sediment transport are not firmly known, and considering that the transported sediment may behave as a cohesive material, the development and movement of shoals and shoallike material does not appear to be easily predicted.  This understanding permits description of certain aspects of the process of sedimentation and shoaling owing to the fine sediments delivered by freshwater inland sources to harbors (discussed in some detail by Ippen (1966).
